Weird Roster Format - Draft Help

My league is a 14 team PPR, this is my third year playing and the format has been changing year to year. Passing touchdowns for qbs are 4 pts. With the following roster format, with the flex being able to play a QB, do I play this league like a 2 qb league? You cannot roster more than 2 QBs at any given time.

How should I draft? Take qbs early and often? Punt RB? I'm a little confused on how to construct this. It seems I need to go ham on receivers early since there could be a shortage. Thoughts?

Yeah, even though there's no bench slot for QB's, you have to get them early and often. I would go QB/RB or WR/QB or even QB/QB if the right names are there. With just one RB hard slot and with the PPR function, I would personally go QB/WR/QB/WR/RB with my first five rounds.
